Oooooh I can see the scene already - I would also add plenty of black cats and bats in the neighbourhood, maybe wolves on the outskirts (although they would be friendly wolves ;) hehe)

I would also add a huge town hall where they host a free Halloween Costume Ball every Friday night.. :D ...
