I use ticky-tack, the rubbery stuff, and it works awesome for me. They even sell it at party city right next to the scene setters.
I saw a werewolf drinking a pina colada at Trader Vic's. His hair was perfect.

I put a scene setter that looks like the shadow of a skeleton hanging from a noose downstairs and at night when the downstairs light is on you can see it from the window.
