My kids have made snowflakes for window decorations for the past 4 years. They just get white (or pale blue) paper and cut different shapes to make snowflakes. We then hang them in the window for everyone to see. We usually leave them up through out winter and take them down mid march. I didn't realize how cool it looked until we were walking by our house and I looked at the front window. It looked so sweet and festive. This is an easy and CHEAP craft.
